APPROVAL OF RE-PLANNING OF THE APARTMENT

In accordance with law on the procedure for the reconstruction of premises in residential buildings in the city of Ufa , measures and methods for their implementation that violate the requirements of construction, sanitary-hygienic, environmental and operational technical normative documents in force for residential buildings. Measures that affect the architectural appearance of residential buildings (arrangement of balconies, canopies, bay windows, transformation of existing loggias and balconies into bay windows, arrangement of attic rooms, etc.) and are subject to registration and implementation in the manner established for the reconstruction of residential buildings are not allowed.

The cost of redevelopment approval depends on construction work that affects the safety of capital construction projects.

The cost of planning approval according to the sketch is from 25,000 rubles. This price includes the following works:

  • Rearrangement of heating (heating) and gas appliances (excluding the transfer of radiators to glazed loggias, balconies) without laying additional supply networks

  • Dismantling (full, partial) of non-bearing partitions (excluding inter-apartment)

  • Arrangement of openings in non-load-bearing partitions (excluding inter-apartment)

  • Seal of doorways in partitions and load-bearing walls

  • The device of partitions without increasing the loads on the floors

  • Replacement of carpentry elements of the facade with a change in pattern (requires additional approval from GlavArchitecture)

Individual coordination of the layout (according to the project)

The cost of planning approval for the project is from 100,000 rubles. This price includes the following works:

  • Installation (transfer) of toilets, bathrooms, kitchens

  • Installation of household electric stoves instead of gas stoves or kitchen hearths

  • Replacement and (or) installation of additional equipment (engineering, technological) with an increase inenergy, water consumption and (or) with the replacement of existing or the laying of additional supply networks (excluding the installation of heated floors from common house water supply and heating systems)

  • Arrangement of openings in load-bearing walls and inter-apartment partitions (when combining premises horizontally)

  • Arrangement of openings in ceilings (when combining rooms vertically)

  • Arrangement of internal stairs

  • Installation of partitions (with increased loads) and load-bearing walls

  • Modification of floor construction

  • Creating, eliminating, changing the shape of window and door openings in external enclosing structures (walls, roofs) while maintaining the structures that separate balconies, loggias from the interior (i.e. in bay windows)

  • Glazing of loggias and balconies

  • Creation of entrances, change of entrances and vestibules with the arrangement of porches (stairs to the basement and basement), which does not provide for the attachment (occupation) of an additional land plot

  • Elimination or reshaping of vestibules without increasing their external dimensions

  • Arrangement of loggias, balconies

  • Changing the shape (plasticity) of existing stairs (porches), including with the installation of ramps

  • Creation of vestibules (including with the installation of sliding and "carousel" doors) and showcases within the dimensions of existing elements of buildings, structures, structures (porch, ramp, landing stage, stylobate) with an area of up to 30 m2, which does not provide for anything other than a vestibule or showcase, functional use and connection (occupation) of an additional land plot

  • Installation of outdoor technical means (air conditioners, antennas, protective nets, etc.), as well as elements that ensure the unimpeded movement of people with limited mobility: push-out telescopic lifts, double-row handrails, etc.

  • Changing materials and plastics of external structures, balconies and loggias

  • Combining loggias (balconies) with interior spaces

  • Installation or modification of floor structures, carried out in the order of repair (replacement) of existing

  • Installation of loggias on the first floors, terraces, installation (liquidation) of balconies, which does not provide for the possibility of combining internal premises with loggias, balconies, terraces

What does not need to be agreed?

Works performed without registration of design and permit documentation:

  • Repair (cosmetic) of the premises, including the replacement of finishing coatings of walls, floors, ceilings, exterior carpentry elements without changing the pattern and color

  • Installation (dismantling) of built-in furniture: cabinets, mezzanines (not forming independent premises, the area of which is subject to technical accounting)

  • Replacement of engineering equipment with similar parameters and technical device

  • Rearrangement of household floor electric stoves in the dimensions of the kitchen

  • Rearrangement of plumbing fixtures in the existing dimensions of toilets, bathrooms, kitchens

Moreover, according to the initiative of the Moscow government, from December 1, 2011, without obtaining a permit, it will be possible to install self-sliding or revolving interior doors and showcases made of light prefabricated structures without changing the external dimensions of the premises. It will also be possible to carry out the following types of repair work: reinstallation of plumbing fixtures in the existing dimensions of toilets, bathrooms and kitchens; replacement of carpentry elements of the facade (with a change in the pattern); complete or partial dismantling of non-load-bearing partitions (excluding inter-apartment partitions), with the exception of dismantling of non-load-bearing partitions that receive an additional load of floors; arrangement of openings in non-load-bearing partitions (excluding inter-apartment partitions); installation of partitions without increasing the load on the floors; glazing of loggias and balconies; change in materials and plastics of external structures, balconies and loggias; sealing doorways in partitions and load-bearing walls (with the exception of cases of sealing unauthorized openings); installation of heating and gas appliances (with the exception of appliances with additional supply networks); changing the design of floors (excluding construction and installation work on the manufacture of floors and changing the design of floors), installation of additional equipment to increase energy and water consumption with the replacement of existing or laying new supply networks, as well as the installation of antennas and protective grids.

What is prohibited?

It is not allowed to reorganize the premises, in which:

  • The conditions of operation of the house and the residence of citizens are deteriorating, including access to utilities and disconnecting devices.

  • The converted premises or premises adjacent to it may be classified in accordance with the established procedure as unsuitable for habitation.

  • Premises in residential buildings that are registered with the headquarters for civil defense and emergency situations are affected without the appropriate permission of the chief of staff

  • The strength, stability of the supporting structures of the building is violated or their destruction may occur

  • Disconnecting or regulating devices are installed on general house (common apartment) engineering networks, if their use affects the consumption of resources in adjacent premises

  • It is planned to eliminate, reduce the cross section of natural ventilation channels

  • Loads on load-bearing structures increase in excess of those allowed by the project (calculation by bearing capacity, by deformations) when installing screeds in the floors, replacing partitions made of light materials with partitions made of heavy materials, placing additional equipment in the premises of apartments.

  • Radiators are transferred to glazed loggias, balconies and other summer premises

  • Work is underway to install underfloor heating from common house water supply and heating systems

  • The requirements of construction, sanitary and hygienic, operational standards and fire safety rules for residential buildings are violated

In residential buildings of typical series it is not allowed:

  • Making openings, cutting niches, punching holes in pylon walls, diaphragm walls and columns (uprights, pillars), as well as at the locations of connections between prefabricated elements

  • The device shtrab in horizontal seams and under internal wall panels, as well as in wall panels and floor slabs for the placement of electrical wiring, piping

  • Arrangement of additional openings in wall panels of rooms adjacent in height without agreement with the design organization - the author of the project of a residential building or its successor, and in their absence - without additional expertise
